for Gladesville village centre
The community has been ignored once again
The majority of Hunters Hill Councillors voted to approve Council's Planning Proposal  for the Gladesville Village Centre ‘Key Site’ at an Extraordinary Meeting of Council on Monday 6 July 2026.

Following public exhibition of the Proposal, Council staff reviewed all the submissions then prepare a report on this and other inputs from external agencies.

In total there were 674 total unique submissions.

Despite the community feedback showing an overwhelming majority opposed the plan on the grounds of the density and height of the development and the problems they create (traffic and public transport issues, overshadowing, etc), the report's conclusion recommended that Council progress with the proposed floor space ratio (FSR or density) of 4:1 and the height of 70m. Â

Councillors voted 4 to 3 in favour of progressing the plan with some minor amendments, but with no change to the FSR or height.Â

So what does that mean? It means the community's concerns have once again been ignored. It means we will now be getting massive apartment towers whether we like it or not.Â

What happens next?
Council will now finalise the plan and send it back to the Planning Department via their Gateway process to have the new FSR and height controls enshrined in our Local Environment Plan (LEP).Â
​
After that, the developer, Third.i, will either submit a Development Application to Council or decide to apply for a State Significant Development if they want to go for something even bigger. There is also still the possibility of the Third.i applying for the 30% bonus uplift for including affordable housing (Council has still chosen not to include any affordable housing in their plan).Â

What are the major issues with the plan?

Council has not listened to the community. Following exhibition of the previous Masterplan in 2021, the community feedback was that proposals of even 15 stories were too high. Council then resolved to investigate lower height options. They did not do this.  They then presented us with this plan with increased height.Â

The scale of the development is just too big – it’s cramming too many apartments onto one site. The huge towers create problems with overshadowing of neighbours, including Gladesville Public School. They will be massively out of scale with the surrounding area and will set a precedent for more of the same in the future. The excessive number of apartments will increase traffic and put even more pressure on public transport.

*Not only is the proposed development already too big, it’s possible we could end up with even more apartments and bigger towers if the developer decides to apply for the up to 30% bonus FSR and height increases offered under the NSW Government’s Affordable Housing incentive scheme. That could result in towers of up to 91 m (28-30 stories)!! Note that there is no provision for affordable housing in the current plan, which we think means it is highly likely the developer will pursue the bonus 30% uplift.

This phase of the process is about Council getting the planning controls changed to allow such an oversized development. The developer’s actual plans for designs of the buildings and open spaces come later.
